The sand’s layer got a too heavy texture and in this case we need to select the Screen for the Blending Mode to get a harmonious texture on the picture.
Next we need to get on the layer some additional empty spaces. For this operation we’ll pres Add layer mask selection on the Layers’ palette.
Make a click on the mask’s icon for its activation and then press D button to set the black color as a working color.
The background’s color is white.
Fill the mask with a grey texture made of clouds, applying the filter’s selection from here: Filter > Render > Clouds.
We’ll get open spaces on the layer containing the desert storm, but through these spaces the primary picture will be more visible.
Imitating the wind’s blasts on different directions is possible if introducing several more layers, each of them repeating the described operations above.
